The number of High-ranking Gods is small compared to the vastness of the Middle-level, allowing them to use the land quite luxuriously. It seems that the High-ranking Gods build their temples in places of their choice.
However, Shea-san is originally a direct subordinate of Fate-san, so, like other direct subordinates, she has the right to build temples or the like in the Upper level, but it seems she prefers to live in the Middle-level.
